Rosanna became the Swanton Village Administrator on March 7, 2016. As Village Administrator, Rosanna’s duties include but are not limited to: managing the day to day operations of municipal services except for the Public Safety Department, ensuring laws and ordinances are enforced, advise and make recommendations to Council, and execute contracts and agreements on behalf of the Village of Swanton.

Rosanna grew up in Northwest Ohio and is a graduate of Notre Dame Academy in Toledo. She received a Bachelor of Arts in History from John Carroll University (JCU) in University Heights, Ohio.  Upon receiving her degree she spent a year of post graduate volunteer service in Portland, Oregon working in a non-profit which provides social services to low income and houseless individuals.  Once she returned to Ohio, she completed a Master of Public Administration, with a concentration in Municipal Government, at the University of Toledo.  Prior to her arrival at the Village of Swanton, Rosanna served for eight years with Perrysburg Township.

Rosanna is an active member of the Swanton Rotary Club, served as Rotary Club President for 2018-2019, and is a current Board member for the Swanton Rotary Club Foundation. She also served on the Swanton Area Chamber of Commerce Board. She is a proud former Board Member for the National Alumni Board of JCU and past president of the Notre Dame Academy Alumnae Association. She was a 20 Under 40 Toledo Candidate in 2019. She and her family reside in Toledo.

Jennifer Harkey

Jennifer Harkey serves on the administrative team at the Village of Swanton as the Finance Director (including duties of the Fiscal Officer per ORC 733262. She is a certified public accountant and a graduate of the University of Toledo. She also obtained a Master of Public Administration degree through Kent State University.

Mrs. Harkey began her career in public accounting and transitioned to governmental fund accounting in 2009.  She most recently was employed as the Fiscal Officer of the Archbold Community Library and the Delta Public Library.

Mrs. Harkey lives in Delta with her husband Greg and their three children, Kaitlyn, Samantha and Vincent.

Amy Miller

Amy Miller joined the Village of Swanton in October 2014. She is one of the Administrative Assistants in the office. A few of her responsibilities include assisting the Administrator and Finance Director, working with R.I.T.A. (Regional Income Tax Agency) regarding income tax and collections, assisting with the utility billing, and greeting and assisting community members.

Chris Zysek joined the Village of Swanton in June 2020 as one of the Administrative Assistants. Chris brings over 12 years of experience in customer service which fits well with her main task of managing utility billing for the Village. Chris also assists the Village Administrator and Finance Director when needed. She and her family reside in Holland.
