February 8, 2024 TO: South Munson Road Businesses & Residents FROM: Shannon Shulters, Village Administrator NOTICE OF PUBLIC HEARING: Swanton Village Council will conduct a public hearing on March 11, 2023, at 6:00p.m., following the regularly scheduled council meeting, in the Swanton Municipal Building located at 219 Chestnut Street, Swanton, Ohio. This meeting is intended to inform residents of the upcoming South Munson Road Proposed Sewer Extension & Resurfacing Project and allow for any questions to be asked concerning the project. If you would like more information or have any questions prior to March 11, 2023 please contact Shannon Shulters, Village Administrator via email at admin@villageofswantonohio.us or by phone at 419-826-0701. 2024 First of the Year Hot Topics: Sewer Separation Project 3, 11 & 12:Sewer install is complete down St. Richards Court. Sewer on Hickory will be finishing up, with Maple being next in line. Next month Storm installation will begin on St. Richards Court. Friendly reminder that they are working as efficiently as possible considering the ever changing weather conditions of this time of year. Refuse Service:Yes, the rumors are true, we have submitted a 90-day notice to Republic Services terminating their agreement with the Village of Swanton as the refuse & recycling service provider. The Village of Swanton does not handle any of the customer service or billing in house when it comes to refuse & recycling, we enter into an agreement with a provider in order to keep order/organization throughout the village and a decrease in truck traffic on non-main/residential roads. The Village of Swanton was required to publish a Request for Proposal in the local newspapers and online, we did so the months of October/November 2023. This resulted in two companies submitting, Klumm Bros Waste Solutions and Stevens Disposal. After Council reviewed and asked questions to both companies at the December 11th Council Meeting it was left up to the Village Administrator to decide which company to enter into an agreement with. MEMO TO: Village of Swanton Residents FROM: Shannon Shulters, Village Administrator DATE: November 20, 2023 RE: Sewer Separation Project 3, 11 & 12 As an attempt to be as communitive and transparent as possible regarding upcoming construction, Jones & Henry sent this update on Friday, November 17th:   I received the following maintenance of traffic description from Hillabrand & Sons Construction that will be set up the morning of Monday, November 27th:  We will have advanced warning signs at the corner of Brookside & Hallett (Road Work Ahead).  We will have advanced warning at Birch & Brookside (Road Closed to Thru Traffic).  We will have the intersection of Brookside & Crestwood Closed.  Please use Hallett & Woodside for access to the school (if that is the route the school wants to use). We will have advanced warning signs at the corner of Brookside and N. Main Street (Road Work Ahead).  We will have advanced warning at Brookside & N. Fulton (Road Closed to Thru Traffic).  The intersection of Brookside & Crestwood will be closed.  Please use Church St for access to the school. FROM THE OFFICE OF THE VILLAGE ADMINISTRATOR This is an intent to inform the public regarding past, current and future road projects since July of 2022: Combined Sewer Separation Project 8 & 9: Entered into the Engineer Agreement in April of 2020. Construction concluded in July of 2022. Streets impacted were Mettabrook, W. Garfield, Allen, West and Sanderson. Cost: Grant/Loan funding through Ohio Environmental Protection Agency & Ohio Water Pollution Control Loan Fund, 2.4 Million. Local Share (Village) $766,880.00. Combined Sewer Separation Project 3, 11 & 12: Entered into the Engineer Agreement in January of 2022. Construction is set to begin Mid November of 2023 and concluded before November of 2024. Streets impacted are Brookside, St. Richards Court, Hickory, Maple, Birch, Oak, Elm, Hallett, Airport Highway, Forrester, S. Main Street. Cost: Grant/Loan funding through Ohio Environmental Protection Agency & Ohio Water Pollution Control Loan Fund, 3.8 Million, Local Share from the Village Water Resource Recovery Facility Slated Funds $220,000. Airport Highway Improvement: Entered into the Engineer Agreement in April of 2022. Scope of the project is to improvement traffic safety at the corner of Airport & Hallett, Airport & Main Street. This includes changes in signals at both intersections to allow for ease of Left Hand turns off Airport. This post is an intent to inform the public regarding miscellaneous completed projects since July of 2022 with little to no cost to the Village (this is one post out of several to come, we didn’t want to get too lengthy). Here is what has transpired within the Village of Swanton: Downtown Beautification: We put together a “Downtown Beautification Day” and organized volunteers within the community to come help weed and clean up the downtown flowerbeds which, in turn, resulted in Foertmeyer & Sons Greenhouse bringing their staff to help make task fly by! After continued discussion occurred between the management of Foertmeyer & Sons and the Village, an agreement was made for them to continue to take care of the maintenance of the flowerbeds with minimal cost to the Village. They also put together the planters that were around the street lights and gave the flowerbeds where the Doughboy is in Memorial Park a facelift. The downtown has never looked so beautiful! (less than 15k) Fountain in Pilliod Park: The pump to the fountain was burned up/broken. With the help of the Swanton Rotary Club we were able to get a replacement and establish an agreement with Oak Park Garden Center to handle the care/winterizing of the pump. It has been flowing beautifully ever since! ($700) Caboose in Pilliod Park: The Swanton Rail Road Club has restored the Caboose to its natural beauty from when the Haller family originally …

4th of July Fireworks Celebration!

Village of Swanton 4th of July 2023 Celebration SWANTON, OH- We wish to provide the following details, related to the best fireworks show around, celebrating Independence Day on Saturday July 1, 2023.   Memorial Park will remain the site for the 4th of July Fireworks Display. American Fireworks will shoot off the fantastic show from the upper parking lot. The diagram showing the layout of Memorial Park, on the day of the event, will provide more details on parking, seating, vendors, and more. Handicapped parking at Software Solutions and Fessenden Hardware Vendor priority parking at the Swanton Local Schools Bus Garage  Non handicapped and non vendor parking at All Spray, McNeill Chevrolet, Believe Dental, Eastern District Court, Swanton Middle School, South Street by the WRRF, and on the ball diamond by The Spirit of the American Doughboy Statue. Visitors will access the seating areas through various marked access spots. The diagram outlines this in the map.

Spring Updates

April 2023 Arbor Day Tree Planting will be taking place on April 21, 2023 at 1:45 PM at Swanton Middle School . Water Plant Membrane Project: The early planning stages of this project began in the beginning of 2021 and the contraction phase begun at the end of February. The purpose of this project is to remove the lime softening system which is what is currently in place and replace it with a Reverse Osmosis Water Softening System.  To learn more about this project please click here! March 2023 Holden Benfield, the new Village of Swanton Fiscal Officer, started work on March 6, 2023. Benfield was born in Detroit, Michigan and moved to Northwest Ohio in 2005. He began college at the age of 13 and graduated from the University of Toledo with his bachelor’s in Business Administration, as well as his Masters in Accountancy in the Fall of 2021. He has also spent the past eight years working and participating in Swanton’s events and is looking forward to serving the Village of Swanton. Benfield has been working with the traveling clerk from UAN and is getting as much information he can from her. He is also learning more about the job and is taking specific courses provided by UAN. Benfield also spoke about the 2024 Congressionally Directed Spending and how it can benefit the village. Specific projects can be selected for this which will in turn provide funding for …

2022 Recap & What’s to come in 2023!

Let’s take a quick look at what your Village Council accomplished in 2022. First of all you elected 4 brand new individuals to Village Council. They all expressed a desire for transparency and growth. And they hit the ground running with their colleagues. One of the very first actions they took was to establish a Live Streaming Policy that promotes greater access and awareness of the issues before the village and how they approach decision making. Now anyone may watch a Council, Commission, or Committee meeting on their computer in real time or at their leisure. And, by the way, a new microphone has been installed so meetings can be more clearly heard. It will be in operation at the next Council meeting. The next action council took was to establish an Economic Development Commission. That happened last September. An introduction and orientation of the new Economic Development Commissioners will take place on February 8th. The new commissioners will be announced at the next Council meeting on February13th. The purpose of this commission will be to work to develop a plan for economic growth. Someone once said that the best time to plant a tree is 20 years ago. The person who plants the tree likely will never sit under the shade it offers nor enjoy the fruit that it bears. Similarly, the establishment of an Economic Development Commission is that seed that is being planted. It is a beginning, …
